Cooper was director of the Centre for Russian, and East European Studies at Birmingham University from 1990 to 2001, and from 2007 to 2008. He is currently professor emeritus at Birmingham University. Cooper was co-director of the Centre for East European Language-Based Area Studies from 2006 to 2011. Cooper has advised successive British governments, the British Foreign and Commonwealth Office, and US governmental agencies on Russian economic matters.
