In the late 1700s, as part of the Industrial Revolution, people began working in sweatshops in the United Kingdom. In the early 1800s, the first sweatshops in the United States were built in Rhode Island and Massachusetts. The system was expanded en-masse to the Garment District, Manhattan, which was realizing a huge influx of Italian and Eastern-European Jewish immigrants with limited English language skills, providing a source of cheap labor.<ref name=history/>
Many workplaces have long have been crowded, low-paying, poorly ventilated, prone to fires and rodent infestations, and without job security, but the concept of a sweatshop at that time as a specific type of workshop in which a certain type of middleman, the sweater, directed others in garment making (the process of producing clothing) under arduous conditions. The terms ''sweater'' for the middleman and ''sweat system'' for the process of subcontracting piecework were first published in early critiques such as Charles Kingsley's ''Cheap Clothes and Nasty'' (1850), which described conditions in London, England. The workplaces created for the '''sweating system''' (a system of subcontracting in the tailoring trade) were called ''sweatshops'' and might contain only a few workers or as many as 300 or more. In the United States, sweatshops supporting the cotton textile industry were a contentious topic in American economic and political debate surrounding the use of child labor. In 1910, the International Ladies' Garment Workers' Union was founded in the United States in attempt to improve the condition of these workers.
In the United States, investigative journalists, known as muckrakers, wrote exposés of business practices, and progressive politicians campaigned for new laws. Notable exposés of sweatshop conditions include Jacob Riis' photo documentary ''How the Other Half Lives'' (1890) and Upton Sinclair's book, ''The Jungle'' (1906), a fictionalized account of the meat packing industry.
In 1911, the Triangle Shirtwaist Factory fire galvanized negative public perceptions of sweatshops in New York City. The outrage that followed led to the implementation of minimum wage laws, fire safety codes, and labour laws.
Immigration quotas enacted in the United States in the 1920s led to a change in the makeup of sweatshop workers, evident by the 1950s. The cheap labor from Eastern and Southern Europe was replaced with Puerto Ricans and African Americans.<ref name=history>{{Cite web | url=https://americanhistory.si.edu/explore/exhibitions/sweatshops/online/history/1940-1997 | title=History of Sweatshops: 1940-1997 | work=National Museum of American History}}</ref> The Civil Rights Act of 1964 then led many of these workers to seek higher paying jobs.<ref name=history/> The Immigration and Nationality Act of 1965, the Bracero Program, the 1972 visit by Richard Nixon to China, and the Fall of Saigon led to an increase in Hispanic and Asian immigration to the United States; these workers then filled sweatshop roles.<ref name=history/>
At the same time, many consumers sought out lower prices by shopping at national chains and mega-retailers instead of smaller local shops. This put pressure on manufacturers to find ways to lower costs. Starting in the late 1960s and accelerating rapidly through the 1980s and 1990s, increased globalization and free trade agreements led to a "race to the bottom" whereby companies moved manufacturing to the locations with the lowest costs, generally the developing world. In 1981, a minimum-wage worker in Haiti made $2.64 a day while an American minimum-wage worker earned $26.80 a day, making a move to a lower-cost country an attractive proposition for manufacturers.<ref name=history/>

In 1996, President Bill Clinton formed the White House Apparel Industry Partnership to resolve sweatshop abuses in the United States. Between 1993 and 1997, the United States Department of Labor, then led by Robert Reich, recovered $12.5 million in back wages owed to more than 40,000 workers.<ref name=history/>
Fast fashion grew during the late 20th century as the clothing industry adopted cheaper manufacturing techniques including more efficient supply chains, new quick response manufacturing methods, increased usage of low-cost labor from Asia, and cheaper petroleum-based synthetic fibers. Despite the hardships of sweatshops, they are a source of income for their workers. Elimination of sweatshops has lead to malnourishment or starvation. Many workers in developing countries are ignorant about their rights because of their low education levels. Most of sweatshops are located in countries that have low education levels. Most of them do not know about their rights, such as matters about wages and supposed working conditions, thus they have no skill set to fight for their labour rights through collective bargaining (such as strikes or work to rule). In 2015, anti-sweatshop protesters protested against Uniqlo in Hong Kong. Along with the Japanese anti-sweatshops organisation {{ill|Human Rights Now|ja|ヒューマンライツ・ナウ}}, the Hong Kong labour organisation Students and Scholars Against Corporate Misbehaviour (SACOM) protested the "harsh and dangerous" working conditions in Uniqlo's value-added factories in China. H&M has faced controversial issues and backlash regarding sweatshops in Asian countries.
