He was Ambassador Extraordinary and Plenipotentiary to [[Venezuela]], the [[Dominican Republic]] and [[Brazil]]. He then became the Ambassador and Permanent Representative to the [[United Nations]] in [[New York City|New York]] and shortly thereafter to [[UNESCO]] and then to the [[papal]] [[Holy See]].
