He was elected as a member of parliament (MP) for the North Riding of Yorkshire at a by-election in March 1862,<ref name="gazette-1862">{{London Gazette |issue= 22611 |date = 25 March 1862 |page=1617 }}</ref> following the death of the Liberal MP Edward Stillingfleet Cayley.
