The centre replaced the town's indoor market, which dated from 1938. A competition was held to design the replacement centre, which was won by Cullearn and Philips with a concept inspired by the [[Basilica Palladiana]]. It was completed in 1991.<ref name="neesam">{{cite book |last1=Neesam |first1=Malcolm |title=Harrogate in 50 Buildings |date=2018 |publisher=Amberley Publishing |isbn=9781445681122}}</ref> The building was sold for £23 million in 1998,<ref name="webster">{{cite news |last1=Webster |first1=Jacob |title=Harrogate Victoria Shopping Centre value falls by almost £4million in 10 years |url=https://www.harrogateadvertiser.co.uk/news/politics/harrogate-victoria-shopping-centre-value-falls-by-almost-ps4million-in-10-years-3593992 |access-date=25 November 2024 |work=Harrogate Advertiser |date=2 March 2022}}</ref> and was altered the following year. The southern piazza was filled in, the southern ground floor arcade covered over, and the top floor retail space extended into an area formerly occupied by a terrace cafe.<ref name="neesam" /> The freehold was later purchased by [[Harrogate Borough Council]].<ref name="webster" /> In 2023, the council put it up for sale for £6 million.
