== Activities == Initially, representatives of the authorities invited members of TI–Russia as experts to governmental councils. For example, in 2012 the director of TI–Russia Elena Panfilova joined the Government Commission for the Coordination of the Open Government chaired by Prime Minister Dmitry Medvedev.<ref>{{cite web|url = http://archive.government.ru/eng/gov/agencies/236/|title = Government Commission for the Coordination of the Open Government|date = 2012-09-12|publisher = Government of the Russian Federation|accessdate = 2024-12-23}}</ref> In 2013 she served as a member of the "Civil G20" in the federal Public Chamber.<ref>{{cite web|url = https://ria.ru/20130328/929495255.html|title = Эксперты в Москве обсудят антикоррупционные рекомендации лидерам G20|trans-title = Experts in Moscow to discuss anti-corruption recommendations for G20 leaders|date = 2013-03-28|publisher = Rossiya Segodnya|accessdate = 2024-12-23}}</ref> In the early 2010s TI–Russia represented Russian civil society at international anti-corruption summits.<ref>{{cite web|url = https://www.rfi.fr/ru/rossiya/20130319-elena-panfilova-v-rossii-predprinimateli-poka-ne-vidyat-rezultaty-borby-s-korruptsi|title = Елена Панфилова: «В России предприниматели пока не видят результатов борьбы с коррупцией»|trans-title = Elena Panfilova: "In Russia, entrepreneurs still do not see results in the fight against corruption"|date = 2013-03-19|publisher = RFI|accessdate = 2024-12-23}}</ref> Since 2013 activists noted that repression against civil society in Russia made anti-corruption work more difficult.<ref>{{cite web|url = https://www.theguardian.com/business/2013/dec/11/uk-controls-wealth-transparency-international-russia|title = UK 'should tighten controls on those with dubious sources of wealth'|date = 2013-12-11|publisher = Guardian News |accessdate = 2024-12-23}}</ref> During this period, the organization's investigations prompted politicians to appeal to the Prosecutor’s Office and the FSB to demand probes into the NGO's activities.<ref name = riapoklonskaja/><ref name=rferl/>

One of Transparency International's methods to fight corruption was conducting investigations. Over the years it released reports on non-transparent {{ill|Presidential Grants Foundation (Russia)|lt=presidential grants|ru|Фонд президентских грантов}} for NGOs,<ref name=bearr/> hidden financing of Russian political parties,<ref>{{cite web|url = https://ria.ru/20171116/1508989547.html|title = Депутат Госдумы назвал доклад TI реакцией на закон о финансировании СМИ|trans-title = State Duma deputy called TI's report a reaction to the law on media funding|date = 2017-11-16|publisher = RIA Novosti|accessdate = 2024-12-23}}</ref> violations in public procurement during emergencies,<ref>{{cite web|url = https://www.bbc.com/russian/news-45913771|title = Борьба с шелкопрядом и разгон облаков: как власти тратят деньги в "чрезвычайных ситуациях"|trans-title = Fighting the silkworm and dispersing clouds: how authorities spend money in "emergencies"|date = 2018-10-19|publisher = BBC|accessdate = 2024-12-23}}</ref> and a 15% increase in retail milk prices attributed to bribes and kickbacks.<ref>{{cite web|url = https://republic.ru/posts/22007|title = «Трансперенси»: коррупция съедает 15% молока|trans-title = "Transparency": corruption eats up 15% of milk|date = 2012-04-10|publisher = Republic|accessdate = 2024-12-23}}</ref> Based on its investigations, TI–Russia often appealed to the antimonopoly service and the prosecutor's office; however, the results of those inspections were in most cases unclear.<ref name=rsc/> In 2016—2017, TI–Russia published an investigation into a luxury residential complex built on land of the Saint Petersburg Mining University. To collect and analyze data on the income and property of deputies, officials, judges and other public servants, Transparency International Russia launched the Deklarator project in 2011, which later became independent. Transparency International Russia also prepared rankings assessing the effectiveness of corporate anti-corruption programs.<ref>{{cite web|url = https://www.hklaw.com/en/insights/publications/2018/04/there-are-good-things-happening-at-some-russian-co|title = There Are Good Things Happening at Some Russian Companies|date = 2018-04-17|publisher = Holland & Knight|accessdate = 2024-12-23}}</ref> Its reports on corruption were used by foreign politicians and international organizations.<ref>{{cite web|url = https://www.irb-cisr.gc.ca/en/country-information/rir/Pages/index.aspx?doc=451410|title = Russia: Extent of corruption and government efforts to combat corruption, including anti-corruption legislation (2005 - June 2007)|date = 2007|publisher = Research Directorate, Immigration and Refugee Board of Canada|accessdate = 2024-12-23}}</ref> Activists cooperated with the Joint Research Centre, the Romanian Academic Society, and with the Higher School of Economics, where they created a project-based training laboratory for anti-corruption policy. In addition, the organization educated the public about anti-corruption measures. In 2009 Transparency International Russia launched on its website the 'Anti-Corruption First Aid' and the ''Anti-Corruption Journal'', which offered citizens help in drafting complaints against corrupt officials. Activists held forums, lectures and social campaigns.<ref>{{cite web|url = https://en.transparency.kg/news/2/4.html|title = Антикоррупционный форум во Владимере|trans-title = Anti-Corruption Forum in Vladimir|date = 2014-05-08|publisher = Transparency International – Kyrgyzstan|accessdate = 2024-12-23}}</ref><ref name=kommersantlekcii/><ref>{{cite web|url = https://zekovnet.ru/antikorruptsionnaya-priemnaya-transper/|title = Антикоррупционная приемная "Трансперенси Интернешнл — Россия" теперь 24 часа online|trans-title = Transparency International Russia's anti-corruption reception is now 24 hours online|date = 2023|publisher = Rus Sidyashchaya|accessdate = 2024-12-23}}</ref> For example, in 2011, together with the International Youth Human Rights Movement, they conducted the campaign "Five Simple and Clear Amendments for the Police," which promoted straightforward changes to the "On Police" law to increase transparency in police work.
