He represented Huron North in the House of Commons of Canada as a Liberal Conservative from 1872 to 1882 and Huron East as a Conservative member from 1882 to 1887.<ref name="parl">{{Canadian Parliament links|ID=13279|nolist=yes}}</ref>

He was born in Mumby, Lincoln County, England,<ref name="parl"/> the son of Martin Farrow, was educated there and came to Canada West in 1849. In 1858, he married Mary McDonald.
