The striped panray is found in the warm East Atlantic Ocean, ranging from Morocco, through the Gulf of Guinea to Angola.<ref name=IUCN/><ref name=LastWhite2016/> It mainly occurs over sandy bottoms at depths of less than {{convert|15|m|ft|abbr=on|-1}},<ref name="Seret2016"/> but may occur as deep as {{convert|60-100|m|ft|-2|abbr=on}}.<ref name=IUCN/><ref name=fishbase>{{FishBase species | genus = Zanobatus | species = schoenleinii | month = July| year = 2017}}</ref>
Adults are typically {{convert|40-50|cm|ft|abbr=on}} long and the likely maximum length is around {{convert|60|cm|ft|abbr=on}},<ref name=LastWhite2016/> although there have been claims of individuals up to {{convert|1|m|ft|abbr=on}}.<ref name=fishbase/> Its upperparts are brownish with a distinct dark blotched and barred pattern. It resembles the maculate panray, but that species is only known from the Gulf of Guinea (Ivory Coast to Gabon), is smaller (up to around {{convert|36|cm|ft|abbr=on|disp=or}}), has a less striped pattern and a more thorny back.<ref name=LastWhite2016/><ref name=Seret2016/>
Little is known about the biology of the striped panray and the IUCN has assessed it as being Vulnerable.<ref name=IUCN/> It feeds on benthic invertebrates and it is ovoviviparous, giving birth to 1–4 young that are about {{convert|19|cm|in|abbr=on}} long.<ref name=LastWhite2016/>
