Tracy was born at Auckland in 1963 and educated at Auckland Grammar School.<ref name=mc>McCarron A (2010) ''New Zealand Cricketers 1863/64–2010''. Tracy played club cricket for Howick-Pakuranga and Ellerslie cricket clubs in the Auckland area and was a rugby union fullback for Waimate in South Canterbury.<ref name=hepburn/><ref name=lewis14/> He worked as a school teacher.<ref name=mc/>
