She holds a master's degree in public administration and a bachelor's degree in political science, both from the University of Geneva. She was elected to Geneva's town council in 1999 and became a member of the executive in 2007. Between 1995 and 1997, she was deputy chief of the European Third World Centre (CETIM) in the human rights programme. Salerno has been a longtime campaigner for maternity rights. In accordance with a legal decision on gender equality in June 2007 which resulted in an award of 120,000 Swiss francs to the City Council "for the promotion of equality", Salerno announced in February 2008 that she would be taking maternity leave from her then post in the Geneva Department of Finance and Housing in order to bear her second child.
