Kafe was born in 1937 in Mtsapere, Mayotte.<ref>{{cite web |title=Who's who in the World |url=https://www.google.fi/books/edition/Who_s_who_in_the_World/92bJlWbPeKMC |publisher=Marquis Who's Who |language=en |date=1990}}</ref> He served as minister of finance from 1978 until 1982, and minister of foreign affairs from 1982 to 1990.<ref>{{cite book |author=African-American Institute |title=Africa Report |publisher=African-American Institute |issue=vb. 35–36 |year=1990 |url=https://books.google.com/books?id=AEkqAQAAMAAJ |access-date=2 November 2024 |page=39}}</ref> He left office soon after the 1989 coup in which Abdallah was killed. He died in Paris, France.
