Built in 1958 and 1959, it sits in a hillside that had to be extensively cut away for its construction.<ref name = AAj>{{cite journal |last=Architectural Association (Great Britain) |year=1962 |title=Housing Estates |journal=Architectural Association Journal |volume=78 }}</ref><ref name="improv">[http://www.info.gov.hk/gia/general/200612/26/P200612220151.htm Sai Wan Estate Improvement Programme]</ref> The estate comprises 636 flats in five linear blocks of 10 to 14 storeys.<ref>[http://www.legco.gov.hk/yr05-06/english/panels/hg/papers/hg0509cb1-1396-3-e.pdf Comprehensive Structural Investigation of Aged Public Housing Estates]</ref> It is the only public housing estate in Central and Western District developed by the Hong Kong Housing Authority (HKHA) and it is the second-oldest existing public housing estate built by the Hong Kong Housing Authority, after Model Housing Estate.<ref name="AAj" />

Sai Wan Estate was designed by government architect Stanley Feltham.<ref name="rate">{{cite news |last=Ng |first= Joyce |date=7 August 2013 |title= Heritage advisers to rate historic political retreat Fanling Lodge|url=https://www.scmp.com/news/hong-kong/article/1294787/move-preserve-historic-lodge |newspaper=South China Morning Post |access-date= 18 July 2015}}</ref>

Despite its age, in 2008 the Housing Authority decided not to redevelop the estate in the short term. Instead, repair works were planned to be carried out in the buildings to sustain the estate for the following 15 years.<ref>[http://news.gov.hk/en/category/infrastructureandlogistics/060330/html/060330en06006.htm So Uk Estate to be cleared in phases] {{webarchive|url=https://web.archive.org/web/20081202021123/http://www.news.gov.hk/en/category/infrastructureandlogistics/060330/html/060330en06006.htm |date=2008-12-02 }}</ref>

Yet, Sai Wan Estate was brought up in the Policy Address 2021 in the reign of C.E. Carrie Lam, the HKHA was invited to conduct a study on the redevelopment potential together with another aging public housing estate, the Ma Tau Wai Estate in Kowloon East.<ref>{{Cite web |title=The Chief Executive's 2021 Policy Address - Policy Address |url=https://www.policyaddress.gov.hk/2021/eng/p84.html |access-date=2026-04-11 |website=www.policyaddress.gov.hk}}</ref>

Subsequently, in February 2026, the time when Sai Wan Estate has aged 68 years, the joint meeting of the Commercial Properties Committee and the Subsidized Housing Committee of HKHA has approved and announced the rehousing and associated arrangements for the redevelopment of both Sai Wan Estate and Ma Tau Wai Estate (Phase 1). The target clearance date for Sai Wan Estate would be in September 2029,<ref>{{Cite web |title=HA announces clearance and rehousing arrangements for redevelopment of Sai Wan Estate and Phase 1 of Ma Tau Wai Estate |url=https://www.info.gov.hk/gia/general/202602/02/P2026020200314.htm |access-date=2026-04-11 |website=www.info.gov.hk}}</ref> and the demolition works would be commenced afterwards.
