Brose was born in Colac to law clerk Joseph Frederick Brose and Ellen Elizabeth Catt.<ref name=arch/> He was twice wounded serving with the AIF during World War I, and was a dairy farmer after the war and active in the Returned and Services League and the Country Party.<ref name=arch/> On 20 October 1926 he married Audrey Dare.<ref name=arch/> He served on Deakin Shire Council from 1939 to 1947.<ref name=arch>{{Cite web |url=http://www.parliament.vic.gov.au/re-member/bioregfull.cfm?mid=927 |title=Brose, Richard Keats |access-date=8 December 2015 |archive-date=21 September 2012 |archive-url=https://web.archive.org/web/20120921000519/http://www.parliament.vic.gov.au/re-member/bioregfull.cfm?mid=927 |url-status=bot: unknown }}</ref>
In 1944 Brose won a by-election for the Victorian Legislative Assembly seat of Rodney;<ref name=parl>{{Cite Parliament of Victoria Member Profile |name=Richard Keats Brose |id=richard-brose |access-date=5 August 2025}}</ref> although not the endorsed Country Party candidate, he was president of the local branch of the party and joined it in parliament. From 1950 to 1952 he was Minister of Water Supply and Conservation.<ref name=parl/> Brose retired from politics in 1964 and died at Echuca on 14 May 1969.<ref name=parl/>
