==History== Born in Gippsland, Victoria, Mowbray was a reporter, then editor of the South Eastern Times from 1906 to early 1952, and its owner from 1921 onward.<ref name=Paper>{{cite news |url=https://nla.gov.au/nla.news-article147245372 |title=S.E. paper taken over by staff |newspaper=The Narracoorte Herald |date=3 March 1952 |access-date=20 November 2014 |page=1 |via=Trove}}</ref>

He worked for a while as a solicitor in Bordertown prior to entering politics. Mowbray sold the newspaper to the five members of his staff in 1952.<ref name=Paper/>
