Wiltshire was born in Macedon to farmer David Bowen Wiltshire and Miriam Andrews.<ref name=arch>{{Cite web |url=http://www.parliament.vic.gov.au/re-member/bioregfull.cfm?mid=1546 |title=Wiltshire, Raymond John |access-date=14 November 2015 |archive-date=31 March 2011 |archive-url=https://web.archive.org/web/20110331224018/http://www.parliament.vic.gov.au/re-member/bioregfull.cfm?mid=1546 |url-status=bot: unknown }}</ref> He was a mechanical engineer, and served in the Royal Australian Air Force from 1940 to 1945 as a fitter.<ref name=arch/> On 26 April 1941, he married Doris Lorraine Hore,<ref name=arch/> and they had two children. On his return from war service, Wiltshire ran a garage until 1949, when he became a real estate agent at Dandenong.<ref name=arch/>
In 1955, he was elected to the Victorian Legislative Assembly as the Liberal and Country Party member for Dandenong.<ref name=Parl>{{Cite Parliament of Victoria Member Profile | name = Raymond John Wiltshire | id = raymond-wiltshire | access-date = 1 August 2025}}</ref> He transferred to Mulgrave in 1958 and to Syndal in 1967.<ref name=Parl/> Wiltshire retired from politics in 1976 and died in 1990.
