On July 17, 2023, the Federal Trade Commission sued to block IQVIA’s acquisition of Propel Media alleging in an administrative complaint that the acquisition would give IQVIA a market-leading position in health care programmatic advertising and would raise health-care prices for consumers. In December 2023, U.S. District Court Judge Edgardo Ramos issued an order granting the FTC’s motion for preliminary injunction to block the merger. Speaking in favor of the FTC, Ramos said, "The FTC has shown that there is a reasonable probability that the proposed acquisition will substantially impair competition in the relevant market and that the equities weigh in favor of injunctive relief." An administrative trial was scheduled to start on January 18, 2024.<ref>{{Cite web |date=2024-01-03 |title=Statement on FTC Win Securing Temporary Block of IQVIA's Acquisition of Propel Media |url=https://www.ftc.gov/news-events/news/press-releases/2024/01/StatementonFTCWinSecuringTemporaryBlockofIQVIA%E2%80%99sAcquisitionofPropelMedia |access-date=2024-01-19 |website=Federal Trade Commission |language=en}}</ref><ref>{{Cite web |title=IQVIA Drops as FTC Temporarily Blocks Its Acquisition of Propel Media |url=https://www.investopedia.com/iqvia-drops-as-ftc-temporarily-blocks-its-acquisition-of-propel-media-8421808 |access-date=2024-01-19 |website=Investopedia |language=en}}</ref><ref>{{Cite web |title=FTC Gets Court Backing to Halt IQVIA's Purchase of Propel Media |url=https://news.bloomberglaw.com/antitrust/ftc-prevails-in-bid-to-halt-iqvias-merger-with-digital-ad-firm |access-date=2024-01-19 |website=news.bloomberglaw.com |language=en}}</ref> However, on January 5, 2024, IQVIA and Propel Media announced that they had mutually agreed to abandon the proposed merger.<ref>{{Cite web |title=IQVIA Drops Plan to Purchase Propel Media After FTC Injunction |url=https://news.bloomberglaw.com/antitrust/iqvia-drops-plan-to-purchase-propel-media-after-ftc-injunction |access-date=2024-03-18 |website=news.bloomberglaw.com |language=en}}</ref>
