The IOB is intended as an oil bourse for petroleum, petrochemicals and gas in various currencies other than the United States dollar, primarily the euro and Iranian rial and a basket of other major (non-US) currencies. However, officially published statements by Iranian oil minister Gholam-Hossein Nozari indicate that the second phase, to establish trading in crude oil directly, which has been suggested might one day perhaps create a "Caspian Crude" benchmark price analogous to Brent Crude or WTI will only be started after the Bourse has demonstrated a reasonable period of trouble-free running.<ref>{{cite news|url=http://www.kuwaittimes.net/read_news.php?newsid=NTQ4MTQ0NjA1|title=Iran launches oil products bourse|work=Kuwait Times |access-date=2008-04-02|archive-url=https://web.archive.org/web/20080607201519/http://www.kuwaittimes.net/read_news.php?newsid=NTQ4MTQ0NjA1|archive-date=2008-06-07|url-status=dead}}</ref>

==Background== {{See also|Iran Mercantile Exchange|National Iranian Oil Company|National Iranian Petrochemical Company}} The three current oil markers are all US dollar denominated: West Texas Intermediate crude (WTI), Brent Crude, and Dubai Crude. The two major oil bourses are the New York Mercantile Exchange (NYMEX) in New York City, and the IntercontinentalExchange (ICE) in London and Atlanta. As the Oil Bourse in Kish is developed, the plan is to establish a Petrobourse denominated by the Iranian rial, the euro and other major currencies.

Iran sits on some of the largest oil and gas reserves in the world.<ref>{{cite web|url=http://www.upi.com/Science_News/Resource-Wars/2009/10/27/Iran-launches-international-oil-exchange/UPI-78961256658262|title=Iran launches international oil exchange|work=UPI|date=27 October 2009|access-date=25 January 2026|archive-date=31 October 2009|archive-url=https://web.archive.org/web/20091031165228/http://www.upi.com/Science_News/Resource-Wars/2009/10/27/Iran-launches-international-oil-exchange/UPI-78961256658262/|url-status=live}}</ref>

Minister of Economic Affairs and Finance Davoud Danesh-Jafari said in May that the Oil Ministry had a two-month deadline for presenting the Articles of Association of the IOB.
