A news article published in 2019 by The Guardian reported that staff at the Transparency International Secretariat complained about bullying and harassment within the organisation.<ref>{{cite web|last=Doshi|first=Vidhi|date=21 August 2019|title=Transparency International staff complain of bullying and harassment|url=https://www.theguardian.com/global-development/2019/aug/21/transparency-international-staff-complain-of-bullying-harassment|access-date=21 February 2022|website=the Guardian}}</ref> Two investigations were launched after the allegations. The investigation conducted by the law firm Taylor Wessing documented individual incidents "in which the values/principles of transparency and accountability were not ensured entirely, and one case that might qualify as harassment at the workplace."<ref name="transparency.org">{{cite web|url=https://www.transparency.org/en/press/independent-review-into-allegations-of-ethical-misconduct-at-the-transparency-international-secretariat-concluded|title=Independent review into allegations of ethical misconduct at the…|website=Transparency.org}}</ref> The investigation concluded, however, that "these behaviours did not constitute a systematical breach of the TI-S Code of Conduct or TI values and its guiding principles, but were related to lack of open communication."<ref name="transparency.org"/>

Moreira disputed the findings of the investigation and claimed she had not been given a chance to respond to the allegations.<ref name=":1">{{cite news |last=Doshi |first=Vidhi |date=21 August 2019 |title=Transparency International staff complain of bullying and harassment | Global development |newspaper=The Guardian |location=London |url=https://www.theguardian.com/global-development/2019/aug/21/transparency-international-staff-complain-of-bullying-harassment |access-date=2022-04-20}}</ref><ref name="auto1">{{cite web |date=June 6, 2020 |title=Anti-corruption watchdog hit by legal row over staff 'bullying' |url=http://www.theguardian.com/society/2020/jun/06/anti-corruption-watchdog-hit-by-legal-row-over-staff-bullying |website=the Guardian}}</ref> Following a legal complaint from Moreira, Transparency International was forced to withdraw the publication of the investigation reports from its website.<ref name="transparency.org" /> She also filed a complaint against the Board of Transparency International and claimed there were toxic office politics at the organisation.<ref name="auto1" /> In February 2020, she was dismissed from Transparency International without explanation.<ref name=":0" /><ref name=":1" />

It was claimed that Moreira's mandate and efforts to restructure the Transparency International Secretariat, and her own accusations of bullying made against Board members, upset entrenched interests at the organisation and ultimately led to her dismissal.<ref name=":0" /><ref name=":1" /><ref name="auto1" />

Investigations specialist Harriet Witchell has stated that the Transparency International board’s handling of the complaints process was beset by conflicts of interest and failed to address allegations of misconduct made against the board.<ref>{{cite web |last=Witchell |first=Harriet |date=February 24, 2022 |title=Exposing Corruption at the Lead Anti-Corruption Organisation: Harriet Witchell and the Case of Transparency International |url=https://thespeakoutpodcast.buzzsprout.com/1945409/10132858-exposing-corruption-at-the-lead-anti-corruption-organisation-harriet-witchell-and-the-case-of-transparency-international |access-date=16 May 2022 |website=Speak out podcast |archive-date=3 March 2023 |archive-url=https://web.archive.org/web/20230303221256/https://thespeakoutpodcast.buzzsprout.com/1945409/10132858-exposing-corruption-at-the-lead-anti-corruption-organisation-harriet-witchell-and-the-case-of-transparency-international |url-status=dead }}</ref><ref>{{cite web |last=Witchell |first=Harriet |date=July 29, 2021 |title=Review Concerning Investigation of Bullying Allegations by Transparency International in 2019/20 |url=https://ia601500.us.archive.org/30/items/review-investigation-transparency-international-2019-20/Review%20Investigation%20Transparency%20International%202019-20.pdf |access-date=16 May 2022 |website=MyKludo}}</ref>
