Cross was born at Wallasey in Cheshire. He made his debut in minor counties cricket for Cheshire in 1995 against Wales Minor Counties at Pontarddulais in the Minor Counties Championship.<ref name="MCM">{{cite web|url=https://cricketarchive.com/Archive/Players/7/7305/Minor_Counties_Championship_Matches.html |title=Minor Counties Championship Matches played by Neil Cross |publisher=CricketArchive |accessdate=2018-10-13}}</ref> He made his debut in the Minor Counties Trophy in that same season.<ref name="MCT">{{cite web|url=https://cricketarchive.com/Archive/Players/7/7305/Minor_Counties_Trophy_Matches.html |title=Minor Counties Trophy Matches played by Neil Cross |publisher=CricketArchive |accessdate=2018-10-13}}</ref> Prior to 2006, Cheshire were permitted to take part alongside the eighteen first-class counties in county crickets domestic one-day competition, with the matches carrying List A status.
