==Biography== He was born on 11 November 1893 in Valparaíso, Chile.<ref name="BCN"/> Rivera Silva studied in the Seminario and then undertook law studies at the Pontifical Catholic University of Chile, where he was sworn in as a lawyer on 11 January 1919 with the thesis ''La identificación personal''.<ref name="BCN"/>
During his university years he was active in the youth wing of the Conservative Party as a propagandist and speaker, participating as president of the Conservative Youth Assembly and serving on both departmental and national party boards.<ref name="BCN"/> He founded the cultural magazine ''La quincena'' and maintained an interest in literature.<ref name="BCN"/>
==Political career== A member of the Conservative Party, Rivera Silva was elected deputy for the 13th Departamental Circumscription (Constitución, Chanco, Cauquenes and Itata) for the 1926–1930 period, where he served on the Permanent Commission of Legislation and Justice.<ref name="BCN"/>
