Dean was born on December 22, 1923.<ref>[https://www.ourcampaigns.com/CandidateDetail.html?CandidateID=150933 Our Campaigns: Lynn Dean profile]</ref> He graduated from Warren Easton High School in New Orleans, Louisiana in 1940.<ref name="laleg1999"/><ref name="lifeboat">{{cite news |title=HIGH WAVES: History of the offshore liftboat |url=https://www.offshore-mag.com/rigs-vessels/article/16757724/high-waves-history-of-the-offshore-liftboat |accessdate=June 3, 2020 |work=Offshore |date=February 1, 1999}}</ref> He became a marine engineer, and founded the Universal Repair Service in 1949 with his twin brother, Orrin. Lynn later established Elevating Boats Inc.<ref name="lifeboat"/>

Dean was a member of the St. Bernard Parish school board from 1981 to 1991, and led the St. Bernard Parish Council as president between 1992 and 1996.<ref name="laleg1999">{{cite news |title=Louisiana State Senate: Lynn B. He replaced Samuel B. Nunez Jr. in Senate district 1, and was succeeded in office by Walter Boasso.
