Hopwood was elected as Member for Hornsby following a by-election in 2002.<ref name="Judy Hopwood NSW parl">{{Cite NSW Parliament |title=Mrs (Judy) Judith Hopwood (1954– ) |id=2160 |former=Yes |access-date=30 August 2019}}</ref> During her time in politics, she was considered a moderate Liberal Party member. She is married with two daughters. Before politics, she was a nurse at a Sydney Hospital.
