Sheehy was born on October 21, 1910, in Saratoga, Texas,<ref name="auto" /> to J. T. Truman to a seat on the United States District Court for the Eastern District of Texas on May 16, 1951, after being left vacant by the death of Randolph Bryant. Sheehy was confirmed by the United States Senate on June 7, 1951, and received his commission on June 8, 1951; it was his first judicial role.<ref name=":0" /> He served as Chief Judge from 1954 until his death on February 23, 1967, aged 56.<ref name="auto"/> He married Mabel K.
