He was born in London as a son of John Lyng. A lawyer by profession,<ref name=snl>{{cite encyclopedia|title=Jon Lyng|encyclopedia=Store norske leksikon|url=http://www.snl.no/Jon_Lyng|language=no|access-date=27 July 2009}}</ref> he is best known as the defender of Arne Treholt in 1984–1985, together with Andreas Arntzen and Ulf Underland.<ref>{{cite news|title=Andreas Arntzen|last=Underland|first=Ulf|author-link=Ulf Underland|date=1 June 2012|work=Aftenposten|language=no|display-authors=etal}}</ref> In politics, he was a State Secretary in the Ministry of Justice and the Police from 1985 to 1986.
