==Political career== ===Westfield City Council (2020–2024)=== Gilbert was elected to the Westfield City Council in 2019, representing District 2. During his term, Gilbert spoke in favor of eventually building a Monon Trail tunnel at 161st Street, while also considering alternative solutions such as a HAWK crossing system.<ref>{{Cite web |last=Lange |first=Kaitlin |title=Westfield City Council hits pause on plans for 161st Street Monon tunnel |url=https://www.indystar.com/story/news/local/hamilton-county/westfield/2020/03/16/westfield-city-council-pauses-plans-161st-street-monon-tunnel/4979153002/ |access-date=2026-01-18 |website=The Indianapolis Star |language=en-US}}</ref><ref>{{Cite web |last=Tuohy |first=John |title=Westfield officials shelve $6M Monon Trail tunnel, citing budget pressure and coronavirus |url=https://www.indystar.com/story/news/local/hamilton-county/2020/12/31/monon-trail-tunnel-westfield-indiana-stopped/4077720001/ |access-date=2026-01-18 |website=The Indianapolis Star |language=en-US}}</ref><ref>{{Cite web |last=Skinner |first=Anna |date=2021-01-19 |title=Help on the way: Westfield council approves HAWK System for Monon crossing at 161st Street |url=https://youarecurrent.com/2021/01/19/help-on-the-way-westfield-council-approves-hawk-system-for-monon-crossing-at-161st-street/ |access-date=2026-01-18 |website=Current Publishing |language=en-US}}</ref> He also led discussions on conducting a traffic study to examine speed limits at trail crossings.<ref>{{Cite web |last=Skinner |first=Anna |date=2021-02-28 |title=Westfield considers study to lower speed limits at trail crossings |url=https://youarecurrent.com/2021/02/28/westfield-considers-study-to-lower-speed-limits-at-trail-crossings/ |access-date=2026-01-18 |website=Current Publishing |language=en-US}}</ref>

In 2021, Gilbert lent his support to the Woods, Robinson, Briggs Planned Unit Development.<ref>{{Cite web |last=Skinner |first=Anna |date=2021-03-23 |title=Westfield council approves Woods, Robinson, Briggs project, 5-2 |url=https://www.youarecurrent.com/2021/03/23/westfield-council-approves-woods-robinson-briggs-project-5-2/ |access-date=2026-01-18 |website=Current Publishing |language=en-US}}</ref>

Gilbert, along with the Council, was involved in discussions about the city's State Road 32 interlocal agreement with the Indiana Department of Transportation. While he supported the project, he disagreed with the Council President that the department was violating the agreement rules.<ref>{{Cite web |last=Skinner |first=Anna |date=2021-05-10 |title=Westfield council president says INDOT breached contract first with Ind. 32 project |url=https://youarecurrent.com/2021/05/10/westfield-council-president-says-indot-breached-contract-first-with-ind-32-project/ |access-date=2026-01-18 |website=Current Publishing |language=en-US}}</ref>

In late-2022, Gilbert voted in favor of an ordinance establishing term limits for elected officials in Westfield. The ordinance, proposed by Councilman Troy Patton, set a maximum of two four-year terms for the mayor and city council members and three four-year terms for the clerk-treasurer, effective after the 2023 municipal elections. The measure passed the council 5–2, with Gilbert among those supporting it, but faced a veto from Mayor Andy Cook, which the council later overturned with the same 5–2 vote.<ref>{{Cite web |last=Carloni |first=Brittany |title=Westfield Council approves term limits for elected offices despite concerns over legality |url=https://www.indystar.com/story/news/local/hamilton-county/westfield/2022/11/29/westfield-city-council-approves-term-limits-to-start-in-2024/69677728007/ |access-date=2026-01-18 |website=The Indianapolis Star |language=en-US}}</ref><ref>{{Cite web |last=Carloni |first=Brittany |title=Westfield City Council reverses Mayor Andy Cook's veto on term limits |url=https://www.indystar.com/story/news/local/hamilton-county/westfield/2022/12/13/westfield-city-council-reverses-mayor-andy-cooks-veto-on-term-limits/69722873007/ |access-date=2026-01-18 |website=The Indianapolis Star |language=en-US}}</ref>

In February 2023, Gilbert and other council members were involved in discussions surrounding the loss of Bastian Solutions to neighboring Noblesville. While Mayor Andy Cook criticized the council for taking a "no-growth attitude", Gilbert stated that once the council understood Bastian's expansion plans, it acted aggressively and competitively to try to retain the company, though ultimately the project moved to Noblesville.<ref>{{Cite web |last=Carloni |first=Brittany |title='No growth attitude': Westfield mayor blasts city council over losing Bastian Solutions |url=https://www.indystar.com/story/news/local/hamilton-county/westfield/2023/02/01/westfield-mayor-blasts-city-council-over-losing-bastian-solutions/69849309007/ |access-date=2026-01-18 |website=The Indianapolis Star |language=en-US}}</ref>

In July 2023, Gilbert voted in favor of creating a parks board and department in Westfield, but the measure failed 3–4.<ref>{{Cite web |title=Westfield Council rejects parks department and board.
