Born in DeLand, Florida, the son of Clare Higley and Frank Lindon Inman,<ref name="a" /> Inman attended at DeLand High School.<ref name="a" /> He went on to attend Stetson University and the Stetson University College of Law,<ref name="a" /> He then served in the United States Navy during World War II, where he was a communications officer.<ref name="a" />

In 1957, Inman was elected to the Florida House of Representatives,<ref name="b" /> succeeding Henry W. Land.<ref name="b" /> In 1961, he was succeeded by John L. Ducker.<ref name="b" /> Inman was later an insurance commissioner in Florida,<ref name="a" /> and owned Corporate Group Service.<ref name="a" />

Inman died in November 2015 at the age of 90.<ref name="a" />
