Born in [[Elizabethtown-Kitley, Ontario|Elizabethtown Township, Ontario]], he was elected to the [[House of Commons of Canada]] representing the [[Ontario]] riding of [[Leeds (federal electoral district)|Leeds]] in the [[1921 Canadian federal election|1921 federal election]]. A [[Conservative Party of Canada (historical)|Conservative]], he was re-elected in [[1925 Canadian federal election|1925]], [[1926 Canadian federal election|1926]], [[1930 Canadian federal election|1930]], and [[1935 Canadian federal election|1935]]. He was defeated in [[1940 Canadian federal election|1940]]. From 1930 to 1935, he was the [[List of Canadian Ministers of Public Works|Minister of Public Works]].
