== Family and early life == Born at "[[Maiden Spring]]," near Tazewell, Tazewell County, Virginia, Bowen was the son of [[Democratic Party (United States)|Democratic]] Congressman [[Rees Bowen]], nephew of Senator [[John Warfield Johnston]] (a postwar member of the [[Conservative Party of Virginia (1867)|Conservative Party of Virginia]], and cousin of Tennessee's last [[Whig Party (United States)|Whig]] governor [[William B. Campbell|William Bowen Campbell]]. After a private education suitable to his class, he attended [[Emory and Henry College]] in [[Emory, Virginia]].

== Political career == Bowen was elected and re-elected as one of Tazewell County's representatives in the Virginia House of Delegates from 1869 to 1873. In 1883, he was elected as a [[Readjuster Party|Readjuster]] to the [[48th United States Congress|Forty-eighth Congress]], serving from March 4, 1883 to March 3, 1885. Bowen failed to win renomination in 1884. He was elected as a [[Republican Party (United States)|Republican]] to the [[50th United States Congress|Fiftieth Congress]], serving from March 4, 1887 to March 3, 1889. He was an unsuccessful candidate for reelection in 1888 to the [[51st United States Congress|Fifty-first Congress]].
