Samuelson unsuccessfully contested the 1885 general election in the Tewkesbury division of Gloucestershire.<ref name="craig">{{cite book |last=Craig |first=F. W. S. |authorlink= F. W. S. Craig |title=British parliamentary election results 1885–1918 |orig-date=1989 |edition=2nd |year=1983 |publisher= Parliamentary Research Services |location=Chichester |isbn= 0-900178-27-2 |pages= 284, 286, 379 }}</ref> He was unsuccessful again at the 1886 general election in the Frome division of Somerset, where he was defeated by the Conservative candidate in what had been a Liberal-held seat.<ref name="craig" />

He entered Parliament the following year, when he was elected at by-election in July 1887 as Member of Parliament (MP) for the Forest of Dean, following the resignation of the Liberal MP Thomas Blake.<ref name="craig" />

Samuelson did not stand again at the next general election, in 1892.<ref name="craig" />
