The Henry Shelton Act, named after its primary advocate and George Wiley Center founder Henry Shelton, was signed into law in July 2011. It went into effect on October 15, 2011. The law creates an "arrearage forgiveness program" for low-income households eligible for the federal Low Income Home Energy Assistance Program (LIHEAP) that have had or are scheduled to have their utilities shut off.<ref>{{cite news|last1=Baron |first1=Jim |title=Henry Shelton applauded as bill signed into law |url=http://www.pawtuckettimes.com/content/henry-shelton-applauded-bill-signed-law |archive-url=https://archive.today/20150222052842/http://www.pawtuckettimes.com/content/henry-shelton-applauded-bill-signed-law |url-status=dead |archive-date=22 February 2015 |accessdate=22 February 2015 |work=The Pawtucket Times |date=28 July 2011 }}</ref><ref>{{cite web|title=The Henry Shelton Act|url=http://www.ripuc.org/consumerinfo/The%20Henry%20Shelton%20Act_1.pdf|website=ripuc.org|publisher=Rhode Island Public Utilities Commission|accessdate=22 February 2015}}</ref>
