Pownall was the eldest son of John Pownall of Lincolnshire, England, and his wife Mary Lillingston, daughter of Bowden Lillingston of Ferriby, Yorkshire. His father was in government office and was under-secretary of state at the American department<ref name=Burke>{{cite book |url= https://archive.org/details/agenealogicalan01burkgoog|page=[https://archive.org/details/agenealogicalan01burkgoog/page/n46 18] |title= A genealogical and heraldic history of the commoners of Great Britain and Ireland.|author= John Burke| date=1838| access-date=13 November 2017}}</ref> Pownall was appointed secretary and registrar of the province of Quebec in 1775. He arrived in Quebec on 15 June 1776 and was appointed to the Council for the Affairs of the Province of Quebec in 1775 and to the Legislative Council of Lower Canada in 1792.<ref name="DoCBIO">{{cite DCB |title=Pownall, Sir George |first=Christine |last=Veilleux |volume=6 |url=http://www.biographi.ca/en/bio/pownall_george_6E.html}}</ref>

Pownall later became provost marshal general of the Leeward Islands. Pownall died unmarried at Brighton on 17 October 1834.<ref name=Burke/>
