'''Sir Frederick Tutu Goodwin''' {{post-nominals|country=NZL|size=100|KBE}} (born 13 September 1940) is a Cook Islands politician and former police officer, who was the 6th Queen's Representative to the Cook Islands.

Goodwin was born on Rarotonga on 13 September 1940.<ref>{{cite web |website=Cook Islands, Public Records, 1846-1989, database with images |publisher=FamilySearch |url=https://familysearch.org/ark:/61903/1:1:QGXF-35CR |date=27 August 2019 |title=Frederick Goodwin, 1940 |access-date=6 June 2023}}</ref> He joined the Cook Islands Police in 1956. He served as a constable, then joined the New Zealand Police Force for a short time, before returning to the Cook Islands, where he eventually rose to the rank of Police Superintendent.<ref name=appointed>{{cite news |title=Goodwin confirmed as QR: 25 years after meeting the Queen, he's her representative |publisher=Cook Islands News |date=7 February 2001 }}</ref>

Goodwin was elected to the Cook Islands Parliament at the 1978 election, representing the seat of Te Au O Tonga for the Democratic Party.<ref name=appointed/> He served as assistant minister of energy and works in the government of Tom Davis.<ref name=appointed/> He then worked as a public servant, before being appointed as Queen's Representative in 2001.<ref name=appointed/> In the Birthday Honours 2004 Goodwin was appointed as a Knight Commander of the Order of the British Empire ''for services to the community''.<ref>{{London Gazette| issue=57316| date=11 June 2004|page=29 |supp=2}}</ref><ref>{{cite web |url=http://cook-islands.org/index.php?page=1050006782&f=1&i=1050006782&s=5257695&ss=1050006782 |title=Queen's Representatives in the Cook Islands |accessdate=28 February 2010}}</ref>
