It was established under the leadership of Abdul Monem Khan, the governor of East Pakistan, during the 1962 East Pakistan Provincial Assembly election. The cabinet lasted for approximately two and a half years.
== Background and dissolution == On 25 October 1962, Abdul Monem Khan was appointed as the new governor of East Pakistan, and it was announced that his tenure would begin in 28 October.<ref>{{cite news|title=প্রদেশের গবর্ণর পদে জনাব মোনায়েম খান সরকারীভাবে ঘোষণাঃ জনাব গোলাম ফারুকের পদত্যাগপত্র গৃহীত|lang=bn|page=1|date=26 October 1962|newspaper=The Azad}}</ref> Under the new Constitution, the previous Faruque ministry was dissolved following the governor's oath-taking, and Monem began discussions regarding the possible members of a new cabinet.<ref>{{cite news|title=নয়া উজির সভা গঠনের প্রশ্ন|lang=bn|page=1|date=29 October 1962|newspaper=The Azad}}</ref> In 29 October, a new cabinet was formed comprising nine members of the former governor's ministry.<ref>{{cite news|title=প্রাদেশিক উজিরদের শপথ গ্রহণ সম্পন্ন|lang=bn|page=1|date=30 October 1962|newspaper=The Azad}}</ref> On 4 March 1963, two members of the cabinet resigned.<ref>{{cite news|title=WERE THEY FORCED TO QUIT?
