Hulse was born in Fort Beaufort, South Africa and studied at the University of Pretoria.<ref>{{cite web |title=Biography of Erroll Hulse |url=http://articles.ochristian.com/article13692.shtml |website=oChristian |access-date=24 June 2022}}</ref> He was converted through the preaching of the itinerant evangelist, Ivor Powell, and moved to the United Kingdom to study at the London Bible College. Hulse became a Calvinist through reading Robert Haldane's commentary on Romans and joined with Iain Murray in the establishment of the Banner of Truth Trust, serving as its first manager from 1957 to 1967.<ref name=Murray>{{cite web |last1=Murray |first1=John J. |title=Remembering Erroll Hulse (1931-2017) |date=10 August 2017 |url=https://banneroftruth.org/us/resources/announcements/2017/remembering-erroll-hulse/ |publisher=Banner of Truth Trust |access-date=23 June 2022}}</ref> After this he became pastor of Cuckfield Baptist Church, where he served until 1985.
