Barber was educated at Shrewsbury School<ref>{{Who's Who | author= Anon | year= 2020 | title=Barber, Eric Arthur| id= U50479 | doi= 10.1093/ww/9780199540884.013}}</ref> and New College, Oxford. During World War I he served as an officer with the King's Shropshire Light Infantry.
