It stands at the intersection of [[Avenida Tacna|Tacna]] and [[Avenida Nicolás de Piérola|Nicolás de Piérola]] avenues, a few blocks from [[Plaza San Martín, Lima|Plaza San Martín]].

This 23-story building, topped by a private access penthouse with a pool, was built from 1959<ref name=Pino>{{Cite book |title=HISTORIA Y ARQUITECTURA DE LAS AVENIDAS TACNA Y WILSON |last=Pino |first=David |publisher=Lima La Única |pages=14 |language=es |url=https://www.academia.edu/35304249/HISTORIA_Y_ARQUITECTURA_DE_LAS_AVENIDAS_TACNA_Y_WILSON}}</ref> to 1960 by ''Propiedades Horizontales S.A.'', a Peruvian construction company.<ref name=Batalla>{{Cite news |title=El primer rascacielos de Lima |url=https://especiales.elcomercio.pe/?q=especiales/el-primer-rascacielos-de-lima-ecpm/index.html |last=Batalla |first=Carlos |date=2014-12-04 |work=[[El Comercio (Peru)|El Comercio]]}}</ref> At 84 meters high, it was the [[List of tallest buildings in Peru|second tallest building]] in [[Lima]] after the 86-meter [[Javier Alzamora Valdez Building]] and was the first building with anti-seismic construction in Peru.<ref name=Batalla/> The Tacna-Colmena building housed the ''Cine Colmena'' and the ''Banco Popular del Perú'' on the first floor.<ref name=Batalla/> It was also the location an apartment owned by Mariano Prado, [[Manuel Prado]]'s son.<ref name=Pino/>

It currently works as a home for private homes and offices, and can be seen from various points in the district.<ref name=Batalla/>
