==Life and career== Arp earned a degree in civil engineering from The Citadel and a master of science in civil engineering from the University of North Carolina at Charlotte.<ref name=":0">{{Cite web|title=Representative Dean Arp|url=https://www.johnlocke.org/person/representative-dean-arp/|access-date=2021-01-20|website=John Locke Foundation|language=en-US}}</ref> He is a licensed professional engineer and structural engineer and the president of Arp Engineering in Monroe, North Carolina.<ref name=":0" /> He represents Union County, North Carolina, in the General Assembly.<ref name=":0" />

Arp went into the burning home and found an elderly woman stuck in a wheelchair unable to escape. Arp pulled the woman to safety; she was later identified as a 77-year-old cancer and stroke survivor named Esther.
