She has been a Labor member of the New South Wales Legislative Council since the 2015 state election.<ref name="NSW Parl">{{Cite NSW Parliament |id=130 |name=The Hon. Courtney Houssos, MLC |former= |access-date=7 April 2019}}</ref> She is currently the Minister for Finance, Domestic Manufacturing and Government Procurement and Natural Resources in the Minns government.

Houssos was born Courtney Roche in Forster, New South Wales. She was educated at Forster High School. She later studied for a Bachelor of Arts in international relations at the University of New South Wales, where she met her future husband, George Houssos. In June 2023, The Daily Telegraph raised concerns over claims of a conflict of interest for Houssos involving her husband, George Houssos, who is employed as a lobbyist for the insurance industry.
