In December 2016, Cheung Chi-kwong pointed out in Ming Pao's article ‘The Penumbra: The Political Wisdom of Lord Tsang Man-ching’ that ‘Hong Kong is by nature a special administrative region directly under the Central Government, and the Chief Executive is subject to the appointment and supervision of the Central Government, and must be accountable to the Central Government. Therefore, the power of the Central Government to decide on the Chief Executive is beyond doubt’, indicating that the selection of the Chief Executive is preordained by the Central Government.<ref>{{Cite news |last=Cheung |first=Chi-kong |date=7 December 2016 |title=The Penumbra: The Political Wisdom of Lord Tsang Man-ching |url=https://news.mingpao.com/pns/觀點/article/20161207/s00012/1481048712144/筆陣-曾文正公的政治智慧-文-張志剛 |url-status=dead |archive-url=https://web.archive.org/web/20191213183445/https://news.mingpao.com/pns/%e8%a7%80%e9%bb%9e/article/20161207/s00012/1481048712144/%e7%ad%86%e9%99%a3-%e6%9b%be%e6%96%87%e6%ad%a3%e5%85%ac%e7%9a%84%e6%94%bf%e6%b2%bb%e6%99%ba%e6%85%a7-%e6%96%87-%e5%bc%b5%e5%bf%97%e5%89%9b |archive-date=13 December 2019 |work=Ming Pao |language=zh-hant}}</ref>
