Chen was once political commissar of the 43rd Airborne Division of the People's Liberation Army Air Force Airborne Corps. He became deputy political commissar of the People's Liberation Army Air Force Command College in March 2010, and served until January 2016, when he was appointed secretary of the Discipline Inspection Commission of the Southern Theater Command Air Force.<ref name=youey>{{cite web|url=http://ps.k12china.com/material/commonJsp/plug_site/info/info.do?method=infoLook&param=navigateId=13443,productId=177&infoId=65809|language=zh |script-title=zh:战区空军纪委陈辉书记到幼儿园慰问|date=2016-06-02|work=k12china.com|accessdate=2024-12-24|archive-date=2020-11-18|archive-url=https://web.archive.org/web/20201118081152/https://ps.k12china.com/material/commonJsp/plug_site/info/info.do?method=infoLook&param=navigateId=13443,productId=177&infoId=65809}}</ref> He was secretary of the Discipline Inspection Commission of the People's Liberation Army Air Force in September 2020, in addition to serving as director of the People's Liberation Army Air Force Supervisory Commission. He was promoted to the rank of major general (''shaojiang'') in July 2011, lieutenant general (''zhongjiang'') in September 2020, and general (''shangjiang'') in December 2024.<ref name="ab"/>
