The group presents itself as providing advice on how to resolve Haiti's socioeconomic and political crises and improve democracy in the country.<ref name="2019-02_press-release" /> Its critics, including former special envoy to Haiti Daniel Foote have accused it of undemocratic meddling in Haiti's internal affairs, including supporting former president Jovenel Moïse as his administration descended into despotism. They also backed Prime Minister-designate Ariel Henry to become Prime Minister over interim Prime Minister Claude Joseph and Senate Leader Joseph Lambert.<ref>{{Cite news |date=19 July 2021 |title=Haiti's acting prime minister Claude Joseph says he will step down amid leadership dispute |url=https://www.washingtonpost.com/world/2021/07/19/haiti-claude-joseph-ariel-henry/ |access-date=7 March 2024 |newspaper=Washington Post}}</ref>

Foote has also accused the group of prioritizing the stability of the country over the Haitian popular will.<ref>{{cite news |last1=Dyer |first1=Evan |title=Haitian commission sends message to Canada, U.S. — stop meddling in our government |url=https://www.cbc.ca/news/politics/haiti-canada-u-s-diplomats-core-group-1.6277103 |access-date=26 December 2022 |work=CBC News |publisher=CBC/Radio Canada |date=8 December 2021}}</ref><ref name="CrisisGroup202212" />
