Phillips was born on a plantation in Coila, Mississippi,<ref name="LarkinBlues">{{cite book|title=The Guinness Who's Who of Blues|editor=Colin Larkin|publisher=Guinness Publishing|date=1995|edition=Second|isbn=0-85112-673-1|page=291}}</ref> and learned the blues from Memphis Minnie at an early age.<ref name="AMG"/> He relocated to Memphis, Tennessee, and recorded with Bill Harvey, Roosevelt Sykes, later moving to Chicago where he played with Hound Dog Taylor.<ref name="LarkinBlues"/> Following Taylor's death in 1975, Phillips recorded under his own name and also performed with J. B. Hutto, Lil' Ed Williams, and Cub Koda, among others,<ref name="AMG"/> playing both acoustic and electric guitar.
