After the war he returned to Allen and served on the city council and as city manager. In 1988, he was the campaign manager for Oklahoma Senate candidate Dick Wilkerson. He ran for the Oklahoma House of Representatives in 1992, but lost the election.<ref name="Swanson-1" />
Plunk was elected to the Oklahoma House of Representatives as a member of the Democratic Party representing the 25th district from 1994 to 2006. He was preceded in office by Karroll G.
