Reed was born in November 1895 at Malmesbury, Wiltshire. He began serving in the Royal Navy in July 1913 as a clerk,<ref>{{cite web|url=https://digital.nls.uk/british-military-lists/archive/94313578 |title=Navy lists (1913) |publisher=National Library of Scotland |accessdate=2019-06-28}}</ref> before becoming a paymaster.
