Recruited from the South Bendigo Football Club,<ref>{{cite news|url=https://news.google.com/newspapers?nid=1300&dat=19700630&id=oJwQAAAAIBAJ&sjid=tpADAAAAIBAJ&pg=4480,6004170|title="Blues Happy"|work=The Age|date=30 June 1970}}</ref> Mulcair made his debut for Carlton in Round 13 of the 1970 VFL season against {{AFL Gee}}. Named on the half-back flank, he was one of their best players, but shortly after the game notified club officials of his intent to return to country football.<ref>{{cite news|url=https://news.google.com/newspapers?nid=1300&dat=19700630&id=hgkyAAAAIBAJ&sjid=tpADAAAAIBAJ&pg=2676,5849524|title=Great debut, but he wants to go|work=The Age|date=30 June 1970|page=24|issue=35,918}}</ref> Mulcair was eventually persuaded to stay and ended up winning the "Best First Year Player Award". He played at half back in Carlton's premiership side that year.
