Hicken was born in 1946 in Pembroke, Prince Edward Island.<ref name="bio directory"/> He was educated at Montague Regional High School and Holland College, and was a mechanic by career.<ref name="bio directory"/> He married Louise Alice McHerron in 1972.<ref name="bio directory"/>
