== Geography == The Municipality of Bacarra is bounded by the Municipality of Pasuquin to the north, by Vintar to the east; by Laoag to the south; and on the west by the South China Sea. It is one of the municipalities with the smallest land area in the province.

It is governed by a mayor designated as its local chief executive and by a municipal council as its legislative body in accordance with the Local Government Code.
