He served as Minister of Finance and Economy from 1971 to 1978,<ref>{{Cite web|url=http://www.finances.gouv.sn/histo.htm|title=MINISTRES EN CHARGE DE L'ECONOMIE|date=February 16, 2006|archive-url=https://web.archive.org/web/20060216221908/http://www.finances.gouv.sn/histo.htm|archive-date=2006-02-16}}</ref> when Ousmane Seck took office. Ba was named Foreign Minister of Senegal. He stepped down as from the foreign ministry later that same year, and was succeeded by Moustapha Niasse.
