Owe was born in Norway in 1936. He was educated at the National School of Theater in Oslo and apprenticed at the Aalborg Theatre until 1958. He performed in the Eurovision Song Contest 1962, after which his career grew.<ref name="bt.dk" />

Owe is mostly known for his roles in the television series ''The Kingdom'' and ''Hotellet''.<ref name="bt.dk" /> He was also noted for his roles in films such as ''Gertrud''<ref>{{Cite web |last=Henderson |first=Eric |date=2003-11-06 |title=Review: Gertrud |url=https://www.slantmagazine.com/film/gertrud/ |access-date=2025-05-14 |website=Slant Magazine |language=en-US}}</ref> and ''O' Horten''.<ref>{{Cite news |last=Scott |first=A.
