In 1953 he was elected a Fellow of the Royal Society of Edinburgh. Fulton was elected president of the ICE for the November 1969 to November 1970 session.<ref name="Civils">{{cite book | last = Watson | first = Garth | title = The Civils | publisher = Thomas Telford | year = 1988 | pages = 254 | isbn = 0-7277-0392-7}}</ref> He was awarded an honorary Doctor of Laws degree by the University of Dundee on 6 July 1970.<ref name="dundee"/> Fulton was involved with many institutions and was elected a fellow of the Institution of Civil Engineers, the Institution of Mechanical Engineers, the Institution of Electrical Engineers and the Royal Society of Edinburgh.<ref name="dundee"/> In addition he was also elected a member of the Smeatonian Society of Civil Engineers in 1972.<ref name="smeatonian"/> Fulton was appointed as Commander of the Order of the British Empire.<ref name="dundee"/> He died at Inveresk, Mid-Lothian, Scotland on 21 June 1983.<ref name="smeatonian"/>
